Through the Call for Applications for Right to Education Programme, the Lazio Region and DiSCo guarantee equal opportunities in access to university education, in line with Article 34 of the Constitution.

The call for applications provides for:

Scholarships for financial support to students;
Accommodation in university residences for students studying away from home;
Easy access to the canteen for scholarship winners/eligible candidates, with meals at reduced prices;
Grants for international mobility for study or internship experiences abroad.

To whom it is addressed

Students who enrol by 10 February 2025 in one of the following types of courses at one of the universities with registered offices in Lazio are eligible for the benefits:

Bachelor’s degree.
Master’s degree.
Bachelor’s degree with single major;
Ph.D., excluding students receiving scholarship or other contribution from the university or other institutions;
graduate school, excluding courses belonging to the medical area for which students already receive a scholarship, training contract or other benefit and remuneration;
inter-university courses, provided that students are enrolled at a university with a registered office in Lazio and have paid the regional fee for the right to study to the Lazio region.

Requirements needed

Merit

Enrolment at university by the deadline of 10 February 2026 is required, under penalty of exclusion: by this date, students must be duly enrolled in the course of study for which they are applying for a scholarship.

As of 10 August 2025, students enrolling in years after the first year are also required to meet the merit requirement, which varies depending on the type and year of the course, as described in Tables 2 and 3 of Annex H – Reference Tables of the Addendum Annex H – Only for students enrolled at the Campus Biomedico University.

Income

For the academic year 2025/2026, the income and asset limits, subject to subsequent changes to the maximum threshold established by the Ministry of Education, Universities and Research, are as follows:

Equivalent Economic Situation Indicator – ISEE /ISEEUP: € 27.948,60
Equivalent Net Asset Value Indicator -ISPE/ISPEUP: € 60.757,87

Exceeding even one of these values is cause for exclusion from the benefits of this notice.

How to participate

Access to the application form is only possible in one of the following ways:

Students of legal age with Italian documentation or international students residing in Italy
Mandatory access via:
- SPID
- Electronic identity card (CIE)
International students with only foreign documents (e.g. passport)
Log in with DiSCo credentials. If this is your first time logging in:
- must register
- In-person identification at an affiliated CAF office is required (not necessary if already completed in previous years).
- The list of CAFs is available when completing the ISEEUP form.
