Measures to support university students with severe disabilities Academic Year 2025/2026

The purpose of this call for applications is to support the right to education of university students with severe disabilities.

Through the provision of financial contributions, funded by the Ministry of University and Research (MUR), a lump sum allowance is granted to cover the costs of remunerating qualified personnel responsible for assisting students during their course lectures.

To whom it is addressed

The call for applications is reserved for university students with severe disabilities.

For the purposes of this Call for Applications, the following fall within this category:

  • persons receiving the accompanying allowance (Law No. 18 of 11 February 1980);

  • certified persons who are not self-sufficient within the meaning of theAnnex 3 to Prime Ministerial Decree No. 159/2013;

  • students for whom at least one of the conditions set out in theArticle 3, paragraph 2, letters b), d), e) and f) of the decree of the Ministry of Labour and Social Policies of 26 September 2016;

  • students dependent on assisted mechanical ventilation or continuous invasive ventilation (27/7)

  • students with spinal injuries between CO/C5, of any nature, with injury level identified as grade A or B on the ASIA Impairment Scale (AIS). In the case of injuries with asymmetrical outcomes, both sides must be assessed as grade A or B injuries;
  • students with severe motor impairment due to neurological or muscular disease with an overall muscle balance ≤ 1 in all four limbs on the Medical Research Council (MRC) scale, or with a score of ≥ 9 on the Expanded Disability Status Scale (EDSS), or in stage 5 of Hoehn and Yahr mod
  • students with complex sensory deprivation understood as the coexistence of total visual impairment or residual vision not exceeding 1/20 in both eyes or in the better eye, even with possible correction or with binocular perimetric residual vision less than 10 per cent and hearing loss, regardless of the age of onset, equal to or greater than 90 decibels HTL on average between the frequencies 500, 1000, 2000 hertz in the better ear.
    The conditions referred to in the previous points must be verified and certified by the competent authority in accordance with current regional legislation on non-self-sufficiency.

Requirements needed

University students with severe disabilities certified in accordance with Article 3, paragraph 3, of Law 104/92 may apply for financial assistance to cover the costs of care provided by qualified personnel if they:

  • are duly enrolled, by 10/10/2025, in the 2025/2026 academic year in degree courses (LCU, Lt, LM) delivered in conventional or mixed mode at state universities, non-state universities, Institutes of Higher Education in Art, Music and Dance (AFAM), with registered offices in the Lazio Region, which issue legally valid qualifications relating to DiSCo.

The inclusion of the name of the student applying for the grant in the list to be sent to the MUR is subject to verification of university enrolment and class attendance.

  • do not have any outstanding administrative and/or financial obligations towards DiSCo (e.g. failure to repay sums due for benefits received, failure to vacate accommodation or delay in doing so after receiving a reminder/warning from DiSCo, failure to pay fines, other and/or various irregularities of various kinds).

The grant is compatible with other benefits or allowances already received by the student, with the exception of those already granted by DiSCo for the academic year 2025/2026 expressly referring to qualified personal assistance necessary for attending university courses, or similar benefits granted by other administrations.
The grant is also incompatible in the event of express provisions laid down by regional regulations in matters of exclusive residual competence.

How to participate

Applications for grants must be submitted using the specific form ‘Annex 1’ referred to in this Call for Applications.
Applications may be sent from 8 September 2025 and must be sent via certified email (PEC) to protocollo@pec.laziodisco.it by 12:00 noon on 10 October 2025.
The enrolment and attendance requirements set out in Article 3 remain subject to verification by the universities.
