12:00 noon is the deadline for submitting applications.
The purpose of this call for applications is to support the right to education of university students with severe disabilities.
Through the provision of financial contributions, funded by the Ministry of University and Research (MUR), a lump sum allowance is granted to cover the costs of remunerating qualified personnel responsible for assisting students during their course lectures.
The call for applications is reserved for university students with severe disabilities.
For the purposes of this Call for Applications, the following fall within this category:
persons receiving the accompanying allowance (Law No. 18 of 11 February 1980);
certified persons who are not self-sufficient within the meaning of theAnnex 3 to Prime Ministerial Decree No. 159/2013;
students for whom at least one of the conditions set out in theArticle 3, paragraph 2, letters b), d), e) and f) of the decree of the Ministry of Labour and Social Policies of 26 September 2016;
students dependent on assisted mechanical ventilation or continuous invasive ventilation (27/7)
University students with severe disabilities certified in accordance with Article 3, paragraph 3, of Law 104/92 may apply for financial assistance to cover the costs of care provided by qualified personnel if they:
The inclusion of the name of the student applying for the grant in the list to be sent to the MUR is subject to verification of university enrolment and class attendance.
The grant is compatible with other benefits or allowances already received by the student, with the exception of those already granted by DiSCo for the academic year 2025/2026 expressly referring to qualified personal assistance necessary for attending university courses, or similar benefits granted by other administrations.
The grant is also incompatible in the event of express provisions laid down by regional regulations in matters of exclusive residual competence.
Applications for grants must be submitted using the specific form ‘Annex 1’ referred to in this Call for Applications.
Applications may be sent from 8 September 2025 and must be sent via certified email (PEC) to protocollo@pec.laziodisco.it by 12:00 noon on 10 October 2025.
The enrolment and attendance requirements set out in Article 3 remain subject to verification by the universities.
