Disability Recognition for International Students (Non-EU)
International students who declare a disability of 66% or more must submit, through a ticket, the official documentation issued by the relevant Italian diplomatic authorities in their country of residence. This documentation must be officially translated into Italian and must confirm the recognized degree of disability. The documents must be submitted by the deadline indicated annually in the Study Rights Call.
International students from non-EU countries who wish to apply for disability recognition must meet specific requirements and follow a precise procedure.
Required Requirements
✅ Be legally residing in Italy with a valid residence permit for at least one year.
✅ Be registered as a resident in Italy and enrolled in the local registry of your municipality.
Steps to Apply
🟢 1. Obtain the Medical Certificate
- Visit a certified doctor (e.g., your general practitioner or an SSN specialist) to get the initial medical certificate.
- The doctor will issue an identification code, which you will need to submit your application online.
📌 Important: If your residence permit is about to expire, make sure to renew it before starting the application process.
🟢 2. Submit the Application
You can submit the application in two ways:
- Online on the INPS website using SPID, CIE, or CNS.
- Through an authorized service (e.g., patronages, CAAF, professional associations).
In your application, you can request both civil disability recognition and benefits under Law 104 (which offers support for disabled individuals), thus reducing waiting times by attending a single medical visit.
🟢 3. Attend the Medical Examination
- The examination will be carried out by the Medical Commission of the ASL or INPS.
- Bring your residence permit and all relevant medical documentation with you to the appointment.
🟢 4. Receive the Medical Report
After the visit, you will receive two copies of the report:
📄 One complete report containing all the medical details.
📄 One simplified report containing only the final judgment.
If the recognized disability percentage is over 74%, you may be entitled to financial assistance and other benefits (e.g., exemptions, tax relief, permits).

Italy has signed social security agreements with various non-EU countries. On the INPS website, you can find a list of these countries, with detailed information on each agreement, including applicable rules, how to apply, and contact details.
