To encourage active participation of students in decisions on services for the right to study, the Regional Council for the Right to Study and Promotion of Knowledge is established.
14 students from state universities, based on student population (at least one from each university).
2 students from non-state universities.
1 student from institutes of higher education in art and music.
2 students awarded housing places, elected by residency representatives.
1 doctoral student and 1 postgraduate student, elected by their respective members.
Elections are held at the same time as CNSU elections and each term lasts three years, with a maximum of two terms per person.
Operation
The Council adopts rules of procedure that establish the manner in which meetings are convened and conducted.
The first meeting is convened by the Director General within 30 days of its establishment.
The Chairman of the Council is elected from among the members and participates, without voting rights, in the meetings of the Board of Directors.
Participation is free of charge, but reimbursement is provided for travel expenses.
Tasks
The Council plays a key role in the evaluation and improvement of student services, expressing mandatory opinions and making proposals on:
- Regional plans and programs for the right to study.
- Calls for scholarships, housing and other services.
- University cafeteria fees and residence hall regulations.
- Service charter and budgets of the Authority.
In addition:
- Submits an annual report on the quality of services to the relevant regional bodies.
- It can access documents and conduct inspections of canteens and residences to check the quality of services.
- It can promote moments of public discussion on the right to study.
- Organizes annual student surveys to gather opinions and suggestions.
The Council is a focal point for ensuring that students’ needs are heard and considered in institutional choices.
